Information governance is a vast and complex subject to tackle, and we base our activities on the laws and regulations in force, as well as on proven norms and standards, internal UNIL directives and other agreements on autonomous archiving or codes of ethics.

Laws, regulations and standards

As our department is not the only one to deal with the various themes linked to this subject, we have built up a network of reliable partners with whom we collaborate in the fields of heritage, academia and music, just as we benefit from the expertise and work carried out by international organisations.

UNIL guidelines

The UNIL internal directives that apply to our activity are as follows:

  • Directive 0.12: Information resources and archives of the University of Lausanne (new version dated 30.03.2015).
  • Directive 0.3: Code of ethics concerning the borrowing of quotations and the use of various sources.
  • Guideline 0.5: Obligation to provide information and conservation of documents relating to individuals.
  • Guideline 0.6: Transmission of information relating to the protection of privacy.
  • Guideline 6.9: Computer files and protection of personal data.

Agreement

An agreement on the autonomous archiving of UNIL was signed in 2012 with the Vaud Cantonal Archives (ACV). This agreement makes UNIL the legal repository for its historical archives.

The autonomous archiving concerns UNIL documents from 1946 onwards. Earlier archives are deposited with the ACV.

The archiving of UNIL's documents is autonomous.

Vaud cantonal laws

The laws and regulations of the Canton of Vaud that apply to our business are mainly as follows:

and their respective implementing regulations.

Federal laws and regulations

At federal level, certain laws or ordinances supplement our domestic regulatory framework. These are the main texts.

  • Federal law of 19 June 1992 on data protection (LPD)
  • Federal Law on copyright and related rights of 9 October 1992.
  • Code of Obligations of 30 March 1911.
  • Ordinance of 24 April 2002 on the keeping and preservation of account books (Olico).
  • Ordinance on the electronic authentic instrument (OAAE) of 23 September 2011.
  • Law of 19 December 2003 on certification services in the field of electronic signatures (Electronic Signature Law, SCSE).
  • Ordinance of the Federal Department of Finance of 11 December 2009 on electronic data and information (OelDI).
  • Ordinance of 18 June 2010 on electronic communication within the framework of administrative procedures.
  • Ordinance of 18 June 2010 on electronic communication within the framework of civil and criminal proceedings and proceedings relating to debt collection and bankruptcy.

Norms and standards

We also use international norms and standards as part of our activities. You can also consult our document Records management and electronic archiving: standards framework, which explains the content.
